Every year, Mackenzie's land use planning team publishes a multi-jurisdiction permit fee and SDC comparison for a hypothetical warehouse project in seven jurisdictions around each of the Portland, Seattle, and Vancouver, WA metro areas, as well as estimates for hypothetical warehouse and advanced manufacturing buildings in jurisdictions in the Sacramento region.

In 2022, the State of Oregon adopted new Climate-Friendly and Equitable Communities (CFEC) rules for land use and transportation planning. The rules require cities and counties to update their zoning codes to include additional standards for development, with implementation phased for jurisdictions over time. These will include requirements aimed at reducing the heat island effect of vehicle parking.
This case study, developed in partnership with Perlo Construction, details a cost comparison for the three typical options under CFEC using the Gresham Vista Business Park (GV5) project by Specht Development.
