The project was developed over three major phases: needs assessment and site selection, office development and public/employee parking, and utility yard and operations buildings. Mackenzie was selected to provide design services from conception through construction contract administration. A key component to the success of the project development included cost evaluation to allow phased forecasting and development of the project as the client could secure loans over time. The resulting project was developed as a full-service facility combining operations and facilitating public interactions for bill paying. An important aspect of public interaction included making the boardroom available as a community room for the citizens of Canby.
